Required Security Clearance: NATO SECRET- INTRODUCTION
- 1 To strengthen the Alliance through connecting its forces, the NCI Agency delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
- 2 SHAPE and the NCI Agency are jointly perusing the Alliance Persistent Surveillance from Space Programme. This programme serves NATO and the nations and presents an opportunity to enhance and accelerate situational awareness and decision making through a dedicated programme for the access to shared space data and the integration of the data into NATO systems. Through pioneering the ability of the Alliance to harness space capabilities and deliver operational effect from the Space Domain, this proposal will deliver a step change in the Alliance ability to remain informed through access to Space data.
- 3 The NATO Communications and Information Agency (NCI Agency), Chief Technology Office (CTO), Space Technology and Resilience Team (STAR) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities. In the light of these activities, the CTO-STAR is looking for deputy programme manager support.
- OBJECTIVES
- 1 The main objective of this statement of work is the maintenance of existing and future APSS Programme Management and Joint Intelligence Surveillance and Reconnaissance JISR)products related to the implementation of APSS across the Alliance,
- 2 The APSS Programme needs a dedicated JISR expert to deliver necessary products to integration data and services from space.
- 3 The APSS Programme is looking for a service that can provide NATO intelligence and APSS programme management products in support of APSS.
- SCOPE OF WORK
- 1 Under the direction of the CTO-STAR, the service provided will deliver services having the following main activities:
- To the CTO-STAR team, provide products needed to support the development of Alliance Persistent Surveillance from Space (APSS) programme;
- Provide products needed to support to establish alignment of purpose between APSS and the ACO JISR Processes.
- Provide products needed to support CTO-STAR activity to ensure APSS processes are coherent with ACO Intelligence processes, systems and services.
- Provide products needed to ensure coordination with IS-DI, NCIA and other stakeholders the Memorandum of Understanding for the APSS programme to be signed by Allies.
- Provide products required to support the Programme of Work of the APSS Project related to programme management;
- 2 The services will be delivered in Sprints, and each sprint will have the duration of 4 (four) week.
- 3 The content and scope of each sprint will be agreed during the sprint-planning meeting, in writing, based on the activities mentioned above.
- 4 The following deliverables are expected from this statement of work:
- Complete the activities/tasks agreed in each spring meeting as per sections 2 and 3 above.
- Produce sprint completion reports (format: e-mail update), which include details of activities performed. Specifically, the reports and products delivered and meeting attended to support the product development.
- 5 The services shall be provided in close collaboration between the Contractor and NCIA/IS as described below:

- PAYMENT MILESTONES AND DELIVERABLES
- 1 Payment Schedule will be at the end of each sprint of four working weeks, following the acceptance of the sprint report.
- 2 The NCIA team reserves the possibility to exercise a number of options, based on the same deliverables, timeframe and cost, at a later time, depending on the project priorities and requirements.
- 3 The payment shall be dependent upon successful acceptance of the sprint report and the Delivery Acceptance Sheet (DAS) – (Annex B).

- COORDINATION AND REPORTING
- 1 The Contractor shall deliver services on-site in NCI Agency, Den Haag, NLD.
- 2 The contractor will be provided with a workspace at NCI Agency, Den Haag, NLD.
- 3 The contractor shall report to the Head, STAR.
- 4 The contractor will provide services during NCIA business hours for day-to-day tasking and supervision of personnel work assignments, subtask activity definitions, travel/TDY requirements and work quality assurance, performance evaluation. Sign-off any given task will be the responsibility of the CTO, Head STAR at the NCI Agency.
- 5 The Contractor shall participate in monthly status update meetings and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to service delivery manager’s instructions.
- 6 For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in writing, within three (3) working days after the sprint’s end date. A report in the format of a short email shall be sent to NCI Agency POC briefly mentioning the work held and the achievements during the sprint.

- 1 This task order will be active immediately after signing of the contract by both parties.
- 2 The BASE period of performance is 14 April 2025 (tentative start date) and will end no later than 31st December 2025.

- CONSTRAINTS
- 1 All the documentation provided under this statement of work will be based on NCI Agency templates or agreed with project point of contact.
- 2 All scripts, documentation and required code will be stored under configuration management and/or in the provided NCI Agency tools.
- PRACTICAL ARRANGEMENTS
- 1 This is a deliverables-based contract.
- 2 The contractor shall provide services On-site NCI Agency, Den Haag, NLD. Exceptional off-site activities to support service delivery can also be arranged with the line manager’s coordination and approval.
- 3 There may be requirements to travel to other sites within NATO for completing these tasks.
- 4 Travel costs are out of scope and will be borne by the NCI Agency separately in accordance to the provisions of the AAS+ Framework Contract.
- 5 The work depicted in this SOW is expected to be carried by a single contractor.

The consultancy support for this work requires a experienced intelligence officer with the following qualifications:
- 1 Technical Qualifications
- 1.1Essential
- Motivated, good communication skills, team player.
- Former senior military officer with extensive ISR experience and excellent communication and management skills.
- Recent military experience in ISR, preferably including overhead collections
- Advanced research and Analytical skills within Geospatial / Space Based ISR applications;
- Experience & knowledge of Space Based ISR capabilities
- Experience with Alliance Persistent Surveillance from Space related activities in programme management
- Experience developing programme management products
- Experience with the NATO Intelligence Enterprise related activities
- Knowledge of Collection Management and Information Requirement processes;
- Knowledge on IMINT/GEOINT disciplines;
- Experience with ISR capability development procedures;
- Have experience, knowledge and interest with Space technologies, Space Intelligence and security;
- Hold a degree in the field of natural/computer science (data, information), engineering, business administration/development or crisis and security management; Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s abilities and track experience record in the field of intelligence, international security, Space, IMINT and GEOINT
- Excellent English writing and communication skills. Concise and clear.

- Have a minimum of 5 years work/military experience in the private or public/military
- Strong and persuasive communication and negotiation skills;

- Knowledge of NATO responsibilities and organization;
- Recent military experience in ISR, preferably within NATO including overhead collections
- Experience with Space Based ISR products & services and quality control implementation strategy;
- Experience of NATO intelligence/collection management processes.
- Knowledge of NATO Intelligence and JISR cycle and processes (and processes added for the reasons of knowing how Nations provide contributions);
- Excellent knowledge of MS Excel (including development of macro);
- Knowledge of NATO responsibilities and organization;
- Knowledge of NATO Functional Area Services;
- Knowledge of NATO Communication and Information Systems Infrastructure;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of Microsoft Word, Visio, PowerPoint;
- NATO and/or military experience;
- Motivated, good communication skills, team player.
