Duties and Role:
Finalize the development of a complete XML based validated and verified Link 16 Standard modelling of all Link 16 transactions as they are contained in STANAG 5516 Ed 6
Improve the generated diagrams (orchestration and processing flow) HTML representation generated from XML instance documents:
Enhance the HTML version regarding hyperlinking
Documentation and material to support Verification and Validation (V&V):
Contribute to and produce material to support V&V demonstrate how the achievements for this generic approach for Link 16 would also be applicable for other Tactical Data Link Documents (i.e. ATDLP-5.11, -5.16, -5.18, -5.22 and also 5.01)
For these tasks, substantial work has been done at NCI Agency that shall be used for further-on work.
The list of activities will not be limited to the above-mentioned tasks and may expand as requirements emerge and qualification of the candidate allows.
The contractor shall analyse the related available documents (e.g. STANAGs, MIL-STDs, SIDs, ICDs) to support the design and to implement the required new functionalities. This shall be done in co-ordination with the project manager and with the direct supervision of the Lead Engineer.The consultant(s) shall test the implemented functionality and document the results according to any required standards.
Requirements
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
The technical proposals for the consultant(s) will be assessed on the qualifications of the individual proposed to perform the work.
Individual's resumes will be measured against each criteria specified below in order to ascertain whether the individual has adequately demonstrated that s/he possess the required qualification:
- Master's Degree in computer science or a closely related engineering field.
- A minimum of five years' experience in software development.
- Working knowledge of Oracle Solaris, Linux and Microsoft Windows platforms (sufficient to perform the programming tasks on that platform), and their security policies
- Java and JavaScript development at an advanced level
- Experience with Linux / Unix operating systems
- Preferably knowledge and experience in Military communication protocols (like L16, JREAP, SIMPLE, L22, OTHG, FFT-IP1/IP2)
- Knowledge and experience with CI/CD pipelines and related tools and agile development process.
- Knowledge and working experience with the following tools and technologies: Karaf / OSGI; Docker; RHEL; Vanilla Javascript; Vue(JS); OIDC; HTML; REST; XML/XSD/XSLT; CSS; Jira; JUnit; Jenkins; Maven; GIT; Infrastructure as code (Ansible/terraform)
- Sound understanding and solid working experience in Agile environments, with strong knowledge of software engineering practices and techniques in general
- Advanced knowledge of cyber security concepts
- Experience working in a secure environment
- Skills in technical writing
